I have been thinking about at least playing casual with a few friends for a while.

Would this be a good time to get back into the game? If so, how should I go about restarting my collection?

Get cheap packs or buy in bulk for starting casual (aka non block format) If your starting in the regular "block format" pokemon has just buy singles for SP

So they keep 2 years worth of cards around? Do they count reprint as being new in terms of rotation, because I know Naruto does but Magic doesn't. Actually, rather than asking all of these questions, is there a site that has all of this information?

Yea reprints can be used. Most cards have probabaly been around for 3 years atleast. And pokegym.net has some stuff about it but idk if they have all the rules upfront.

I think I would want to play a little with someone else's cards in some group before I start playing again, to sort of dip my toes in and test the temp before I jump in.

honestly what i'd do first is go to pokegym.net and use thier card library thing (with pics and decklist maker) to figure out what you want to play and go from there...

major things to deal with in the meta you may see (just so you don't get stomped right off the bat, that's never fun)...
is...
SP - a bunch of no evolving pokemon with Ex modes that have rediculous powers and the only card that can be used on your opponents turn from your hand. very dangerous hard to beat in general.
Donphan prime variants- they all do pretty much the same thing, evolve fast, smash faster. generally surviving the initial onslaught, or playing water of any kind will net you a win, otherwise it could be over very quickly.
Gyara blast- it evolves quick and has a beast attack rest of these decks are generally based around switching in your easy munchies and blowin em up for prizes.
BlastGator machines- they use dif methods but generally use the mass energy move/drop of these 2 stage threes to make big splashes, some of which snipe!

that's all i can think of other then wierd shenanigans like jumpluff or machamp (which is easy tech itself vers SP but weak to most everything else)

that's before i even tell you that you can search it to your hand easily, and recur it easily with a proper sp deck.

You play 3 in every good sp unless you play sablock which has 4. I mean it is debatable with the new format consisting of the reliance of 2-3 powers a game(if you don't get em you lose)
